BOARD OF AUDITORS OF BARRETT TOWNSHIP

NOTICE IS HEREBY GIVEN, pursuant to the Pennsylvania Sunshine Act, 65 Pa.C.S. § 701 et seq., that the Board of Auditors of Barrett Township, Monroe County, Pennsylvania will hold a special public meeting on TUESDAY, SEPTEMBER 22, 2026, at 7:00pm ET, at 1200 ROUTE 390, CRESCO PA 18326, Barrett Township, Monroe County, Pennsylvania.
The purpose of the meeting is for the Board of Auditors to consider, and, if approved, to adopt a Resolution authorizing a petition to the Court of Common Pleas of Monroe County for the appointment of an attorney to represent and advise the Board of Auditors, pursuant to Section 906 of the Second Class Township Code, 53 P.S. § 65906, in connection with the Board’s mandatory audit of the accounts of former incumbent Pamela Gardsy and the production of the records relating thereto. The Board may consider and act upon any other matter properly brought before it.
An agenda for the meeting will be posted at the location of the meeting and at the principal office of the Township, and on the Township’s website, BARRETTTOWNSHIP.COM, and copies will be available to those in attendance, not less than twenty-four (24) hours before the meeting.

NOTICE OF PUBLIC HEARING

The Barrett Township Board of Supervisors will hold a public hearing on Thursday, October 15, 2026, at 6:30 p.m., at the Barrett Administrative and Recreation Complex (BARC), 1200 Route 390, Cresco, Pennsylvania 18326, on the conditional use application of Jeffrey H. Siglin.

The property is located at 1071 Route 390, Cresco, Pennsylvania, and is known as Monroe County Tax Parcel No. 01.18.1.18. It contains approximately 7.47 acres. The property lies principally in the Mixed Use – Village (MU-V) Zoning District, with a portion in the Residential (R) Zoning District.

The applicant asks the Board to approve an indoor shooting range (Use C-15) as a conditional use under Sections 525-14.B and 525-64 of the Barrett Township Zoning Ordinance (Chapter 525 of the Code of the Township of Barrett). As described in the application and accompanying plans, the proposal is a facility of approximately 20,010 square feet, to be known as the Barrett Shooting and Sports Center, containing two indoor firearms ranges of six lanes each, an indoor archery range, classroom and instruction space, a pro shop and retail area, and related support space. Site improvements include a new access driveway from Route 390, 54 parking spaces, an on-lot well, an on-lot sewage system, and stormwater management facilities. Proposed hours of operation are 12:00 p.m. to 8:00 p.m., seven days per week.

At the hearing, the Board will hear testimony and receive evidence from the applicant and from other persons as permitted by law. The Board may approve the application, approve it with conditions, or deny it. The Board may continue the hearing to a later date and time announced at the hearing.

Copies of the application, the plans, and the applicable ordinance provisions are available for public inspection at the BARC during regular business hours, and on the Township website at www.BarrettTownship.com.

NOTICE IS HEREBY GIVEN that the Board of Supervisors of Barrett Township will hold a special meeting on Wednesday, July 29, 2026, at 6:30 p.m. at the Barrett Administrative & Recreation Complex, 1200 Route 390, Cresco, Pennsylvania 18326. The purpose of the special meeting is to open and publicly read bids for the Township’s 2026 paving project and, if appropriate, award a contract for that project. SEALED PROPOSALS will be accepted by Barrett Township until 10:00 a.m., on Wednesday July 29, 2026 at the Barrett Township Building, 1200 State Route 390, Cresco PA 18326, for the following Contract: “2026 Roads Project” on various roads in Barrett Township, Monroe County

• 549 Tons of Leveling Course, PG64S-22, 9.5 mm, SRL-L, 0.0 – 0.3 Million ESALs, 90lbs/sy

All materials must meet PENNDOT Pub. 408 Specifications and Standards. Bidders need to be PENN DOT prequalified. Proposals must be on forms provided by the Township. Proposals shall be marked “2026 Roads Program”. Proposal forms, specifications and bid information can be obtained at the Barrett Township Municipal Building at the above address or by calling Amanda Seagraves, at 570-595 -2602, Monday thru Friday. All bids must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the bid made payable to Barrett Township. PA Prevailing Wage Rates will apply to this contract.
The successful bidder will be required to provide a Performance and Payment Bond in the amount of 100% of the contract price with in 20 days of the award of the contract. All bids will be opened and read publicly at the Board of Supervisors Meeting at approximately 6:30 PM on Wednesday, July 29, 2026 at the Township Building. Pending review, the Board of Supervisors may award the contract at that meeting or at a subsequent public meeting, the date, time, and
place of which will be publicly announced when the bids are opened. Barrett Township reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and or portions of the project depending on budgetary constraints and may also waive any technicalities deemed to be in the best interest of the Township.

At the Special Meeting of the Board of Supervisors held on July 29, 2026, the Board motioned to award the paving project to Wayco, Inc. for $189,630.09.

The purpose of the meeting is for the Board of Auditors to consider, and, if approved, to take official action to retain independent legal counsel to represent and advise the Board in connection with its statutory audit and oversight duties, including the Board’s efforts to obtain access to Township records, and to authorize the filing of a petition in the Court of Common Pleas of Monroe County under Section 906 of the Second Class Township Code, 53 P.S. § 65906, for the appointment of counsel to the Board at Township expense. The Board may consider and act upon any other matter properly brought before it. An agenda for the meeting will be posted at the location of the meeting and at the principal office of the Township, and on the Township’s

PUBLIC NOTICE OF REVISED MEETING SCHEDULE FOR 2026 TAKE NOTICE, that the Barrett Township Board of Supervisors is changing the starting time of its second regular meeting of each month for the remainder of 2026. Starting on Wednesday, June 24, 2026, and continuing on the fourth Wednesday of
every month thereafter, the Board of Supervisors will start its regular public meetings at 6:30 p.m. instead of 8:00 a.m. All other meetings will continue as previously advertised and all meetings will be held at the Barrett Administrative and Recreation Complex, 1200 Route 390, Cresco, Pennsylvania 18326.
